Safety Code Task Force Teleconference.  Friday September 5, 2003.

  • All voting members were present except Greg Romack, general contractor.
  • All advisory members were present except: Harry Cellos, AOGC; John Keys, JKeys Co.; Gary Klebs, Klebs Mechanical; Ron Thompson, MOA Building Official.
  • Sen. Seekins and Rep. Dahlstrom co-chaired the meeting.
  • Rep. Dahlstrom gave a general information and overview of the issues.
  • There were long discussions on which codes are presently adopted and which family they belong to and which organizations produce what codes.
  • Each voting member was asked what they think the issues are and what they think the solutions are.
  • Most voting members generally agreed on a need for consolidation of the codes, consistency of enforcement, and a need to determine which codes should be adopted in the State.
  • Problems of cost and untimely plan reviews were discussed.
  • Dept. of Labor indicated a desire to place the Uniform Mechanical Code under the Dept. of Labor with its companion code the UPC.
  • Each voting member and advisory member was asked to state their biggest concern and fear with the task force approach and the present code adoption process in Alaska.
  • There was a lot of the same comments and positions often heard on this issue.
  • Sen. Seekins said the Legislature will act on this issue next year and hopefully settle these code issues permanently.
  • The next meeting will concentrate on item 3 of the legislative mandate: To make recommendations on the methods and authority for local governments to amend and administer codes.
